Interim Retail Village (IRV)
The St. Elizabeths East Parcel 15 development is a community-led and community-serving project that will maximize benefits to the Congress Heights neighborhood. Adjacent to the Congress Heights Metro Station, the multi-use development comprises just over 625,000 square feet for people to live, work, learn, gather, shop, play and celebrate. Positioned as the gateway to St. Elizabeths East and prominently placed within the historic campus, the new development designed by Adjaye Associates will exhibit excellence and creativity.
While zoning requires some residential use on Parcel 15, the District envisions it as appropriate for additional Class A office use, with ground-floor retail, open community space, a hospitality space, and one or more levels of underground parking. The goal is to create the right mix of uses that will fill community gaps in education, job training, housing, healthcare and engagement.
In 2023, the property will be activated with an Interim Retail Village of more than 10,000 GSF of retail and event space for an estimated 3 years using temporary structures designed by Adjaye Associates. Anchored in a sustainable design, the program will include a mix of Ward 8 and national retailers amplified by dynamic cultural programming from Go-Go concerts to Holiday activations and Summer festivals.
